It is natural that although the products and/or services maybe available, there are always possibilities that they may or not be accessible. Future IS&T Strategies need to cover the deployment of simple communication technology enablers and solutions that lead to availability and accessibility of health care and education services remotely. Examples of issues to be looked into and considered would be:

*     Future technology solutions that can be embedded in SMART end-user services delivery systems and processes,

*     Transformation trends of IS&T infrastructures and on-site end-to-end communication service delivery systems and processes,

*     Wireless communication technology evolution impact on distance and time between the consumers and suppliers,

*     Handsets design (normal, disabled, blind, working environment, income, etc),

*     End-user applications on handsets (user categorization, simplicity, etc),

*     Applications design and development responsibilities,

*     Degree level of main stakeholders’ involvement during the development stages of end-user applications and handsets,

*     End-user training, general skills, know-how and literacy level,

*     Social education awareness

*     Management of information data, CSFs and KPIs
